Queen of Hearts Raffle

WHAT IS THE QUEEN OF HEARTS RAFFLE?

The Queen of Hearts is a progressive raffle that utilizes a manufacturer’s playing board. The board was developed specifically for this raffle game and has 54 sealed, sequentially numbered slots. Those slots conceal, in random order, cards from a standard deck of playing cards, including two jokers.

Each week, Queen of Hearts raffle tickets are sold to eligible players who choose to participate. One ticket is randomly drawn from the pool of tickets sold during the week. The numbered slot on the playing board that corresponds with the number chosen by the player on the ticket drawn is opened, revealing one of the 54 playing cards. If the Queen of Hearts is the card revealed, the player wins the current jackpot, pending verification. If the second Joker in the current game is revealed, the player wins ½ of the current jackpot, pending verification, and play on the current board ends. The second ½ of the jackpot will be the starting pot for the next game on a new playing board. If the Queen of Hearts or the second Joker are not revealed during a weekly drawing, the jackpot rolls over to the following week.     

WHO IS ELIGIBLE TO PLAY?

Loyal Order of Moose members in good standing from any Moose Lodge are eligible to purchase Queen of Hearts raffle chances. It is the responsibility of each person who chooses to play to verify that they are a Moose member in good standing, including verification through Moose International.

TICKET INFORMATION:

Players may purchase one or more raffle tickets for $5 per ticket, or 5 tickets for $20. Tickets are available for purchase from Moose bartenders, or from other person(s) authorized by the Board of Officers. There is no limit to the number of tickets that can be purchased. Ticket sales will end at the scheduled time of each weekly drawing. All tickets must be purchased with cash and must be filled out without removing them from Lodge property.  

Each ticket must include the player’s choice of an available number from the playing board. It is the player’s responsibility to ensure that the number they choose is available. The player’s name (one person’s name only), telephone number, and Moose member number must also be legibly written or stamped on each ticket. This personal information is used exclusively for validating eligibility and for contacting a player in the case that their ticket is drawn.

As tickets are purchased, they are stored in a locked box until the time of the next drawing. A ticket cannot be edited or removed after being placed in the locked box. Following a drawing, the tickets that were not selected will be kept in the Lodge office for one week. After that period, the tickets will be destroyed.

Tickets purchased for drawings that have already concluded are not valid for subsequent drawings. Tickets for the following drawing will be available as soon as practicably possible.

RAFFLE DRAWING PROCEDURES:

Weekly drawings will be held at times predetermined by and publicized in advance to Lodge membership by the Board of Officers. A member of the Board or a designee of the Board will conduct each drawing weekly until a winner is chosen. The drawings will be conducted in an open area visible to everyone who wishes to observe.

The eligibility of the person whose ticket is drawn will be verified by using currently available Moose International membership information. After eligibility is verified, prizes will be awarded if one of the following cards is revealed:

1st Joker – $25 (no need to be present to win)

Any Heart, cards 2 through 10 – One free drink (must be present at time of drawing to win)

Jack, King or Ace of Hearts – $25 (no need to be present to win)

2nd Joker – Player wins ½ of the jackpot. Play on the current game board ends and the other ½ of the jackpot rolls over to the starting jackpot on a new game board. (no need to be present to win)

Queen of Hearts – Jackpot winner (no need to be present to win)

If a ticket is drawn that contains information of someone who is not a Moose member in good standing, the pot will roll over to the following week. In the case of a ticket being drawn that is illegible or contains a game number that was previously drawn, the jackpot will also roll over to the following week.

HOW LONG DOES THE RAFFLE GAME RUN?

Raffle drawings will continue weekly until one of the following two things happen: 1) the Queen of Hearts card is revealed on the game board and a qualified winner is verified; or 2) the second Joker is revealed on the game board and a qualified winner is verified.

HOW IS THE AMOUNT OF THE RAFFLE POT DETERMINED?

The Lodge will pre-fund the Queen of Hearts raffle for a minimum payout of $1,000 for a verified winner when the Queen of Hearts is revealed. Each week, 50% of all ticket sales will go to the Lodge, with the remaining 50% added to the pot. If there is no jackpot winner in week one or in subsequent weekly drawings, the pot will fluctuate according to the number of tickets sold and according to any non-jackpot winnings that were paid out as described above in the RAFFLE DRAWING PROCEDURES section.

WILL THE WINNINGS BE TAXED?

Queen of Hearts winnings will be treated according to current tax laws relevant to the amount won. A jackpot of $600 or more will not be paid to the player until after the player has provided to the Lodge all information necessary to complete and file appropriate form(s) and deduct the associated amount of tax withholding. After the relevant tax withholding is deducted, the remaining balance will be paid to the winner. If the player does not provide all requested information to the Lodge within 30 days following the request, the jackpot amount will not be paid to the player and will remain the property of the Lodge.  

A player may choose to donate all or a portion of the winning jackpot, but all IRS tax forms and withholding required by law must first be filed on the full amount of the jackpot won.

If at any time this raffle is deemed to be in violation of any of those laws and regulations, revisions will be made to the foregoing rules. The foregoing rules are also subject to change periodically at the discretion of the Board of Officers of Downers Grove Moose Lodge #1535.
